Today, participatory democracy and informed and structured participation of people in environmental decision-making are important, and developing an environmental culture through the participation of citizens and non-governmental organizations is a low-cost method with high social acceptance that, with broad government support, can provide a suitable basis for protecting the country's environment.In this article, we focus on this issue using a descriptive-analytical method, relying on democracy and participatory management, while examining the capacities of citizens, which are burdened by the role of non-state actors as a fundamental right in the form of a "public duty".We will discuss how the complexity of environmental issues has forced government officials to involve citizens in environmental information in order to shape collective knowledge about environmental challenges. The most important finding of this research is the basis of the environmental rights system on participatory democracy.In this regard, by resorting to the solution of citizen participation in environmental decision-making, we can benefit from public participation and use methods such as:They should use the right to access environmental information, the right to education on environmental issues, and the right to seek legal remedies, including punishment and compensation for environmental damages, to achieve their goals in a desirable manner and to achieve the foundations of participatory democracy in environmental protection.
